Method
- Cook the potatoes: Place the potatoes in a large pot and cover with salted water. Bring to a boil, then reduce to a simmer for about 20 minutes or until tender.
- Prepare the beef mixture: While the potatoes cook, heat oil in a large skillet over medium heat. Add the diced onion and cook until translucent, about 5 minutes. Add the garlic for the final minute, then stir in the tomatoes and tomato paste. Cook for 3-5 minutes until softened.
- Cook the ground beef: Add the ground beef to the skillet, breaking it up as it cooks, for about 10 minutes. Stir in the Panquehue cheese, parsley, and cayenne pepper, and season with salt and pepper. Remove from heat and set aside.
- Prepare the mashed potatoes: Drain the cooked potatoes and let them steam dry for 1-2 minutes. Return them to the pot, adding butter and salt, and mash until smooth. Let the mixture cool slightly, then stir in the beaten eggs.
- Assemble the dish: Preheat your oven to 350°F (175°C) and grease a 2-quart baking dish. Spread half of the mashed potatoes in the bottom of the dish. Layer the beef mixture on top, followed by the remaining mashed potatoes.
- Bake: Place the dish in the oven and bake for 40 minutes, or until the top is lightly browned and the potatoes are hot throughout.
